中缅联动打击缅北电信网络诈骗取得重大成果
The joint efforts of China and Myanmar to crack down on telecom fraud in northern Myanmar have achieved significant results
印太之光消息，中国当地时间2024年1月30日，缅甸警方将到案的缅北电信网络诈骗犯罪集团头目白所成、白应苍、魏怀仁、刘正祥、刘正茂、徐老发以及另外4名重大犯罪嫌疑人移交中国警方，标志着2023年以来，中缅联动打击电信网络诈骗取得重大成果。
On January 30, 2024, China local time, Myanmar police handed over Bai Suocheng, Bai Yingcang, Wei Huairen, Liu Zhengxiang, Liu Zhengmao, Xu Laofa and four other major criminal suspects of the northern Myanmar telecom fraud crime group to the Chinese police, marking that since 2023, China-Myanmar joint fight against telecom fraud has achieved significant results.
一年前的2023年1月23日，正在缅甸访问的“一带一路”国际日首席发起人、世界和平丝带组织第一届至第八届委员会主席陈恩田，首次向缅甸方面提议中缅联动打击缅北电信网络诈骗犯罪活动，保护人民群众生命财产安全，重塑两国形象。
A year ago, on January 23, 2023, Chen Entian, the chief initiator of the "Belt and Road" International Day and chairman of the first to eighth committees of the World Peace Ribbon Organization, who was visiting Myanmar, proposed to Myanmar for the first time that China and Myanmar jointly crack down on telecom network fraud and criminal activities in northern Myanmar, protect the lives and property of the people, and reshape the image of the two countries.
陈恩田指出，缅北电信网络诈骗是传销犯罪和赌场犯罪产生的怪胎，犯罪分子利用边境及缅甸的特殊国情，滋生成为电信网络诈骗犯罪毒瘤，既伤害了中国人民，也抹黑了缅甸国家，中缅应该携手，开展雷霆行动，铲除诈骗毒瘤，重塑两国形象。
Chen Entian pointed out that the north of Myanmar telecom fraud is a pyramid scheme crime and casino crime produced by the bizarre, criminals use the border and Myanmar's special national conditions, breeding telecom fraud crime cancer, both hurt the Chinese people, but also discredit the Myanmar country, China and Myanmar should work together to carry out thunder action, eradicate fraud cancer, reshape the image of the two countries.
此后，中缅两国警方积极部署，就打击缅北电信网络诈骗犯罪展开实质行动。2023年9月3日，269名缅北电诈网诈犯罪嫌疑人被移交中国。9月6日，1207名缅北电诈网诈犯罪嫌疑人被移交中国。9月16日，109名缅北电诈网诈犯罪嫌疑人被移交中国。
Since then, the police of China and Myanmar have actively deployed and launched substantive actions to crack down on telecom fraud crimes in northern Myanmar. On September 3, 2023, 269 telecom fraud suspects were handed over to China. On September 6, 1,207 telecom fraud suspects were handed over to China. On September 16, 109 telecom fraud suspects were handed over to China.
10月9日，706名缅北电诈网诈犯罪嫌疑人被移交中国。10月14日，2349名电诈网诈犯罪嫌疑人被移交中国。11月16日，缅北电信网络诈骗犯罪集团头目明学昌畏罪自杀，嫌犯明国平、明菊兰、明珍珍3人被移交中国。
On October 9, 706 telecom fraud suspects were handed over to China. On October 14, 2,349 telecom fraud suspects were handed over to China. On November 16, Ming Xuechang, the leader of the northern Myanmar telecom fraud criminal group, committed suicide, and the suspects Ming Guoping, Ming Juran and Ming Zhenzhen were handed over to China.
2024年1月30日，缅北电信网络诈骗犯罪集团头目白所成、白应苍、魏怀仁、刘正祥、刘正茂、徐老发以及另外4名重大犯罪嫌疑人被移交中国。目前已有4.4万名缅北电信网络诈骗犯罪嫌疑人被移交中国，包括幕后“金主”、组织头目和骨干171名，网上在逃人员2908名。
On January 30, 2024, Bai Suocheng, Bai Yingcang, Wei Huairen, Liu Zhengxiang, Liu Zhengmao, Xu Laofa and four other major criminal suspects of the northern Myanmar telecom fraud crime group were handed over to China. At present, Myanmar has transferred 44,000 telecom fraud suspects to China. This includes 171 masterminds, organizers, and core members, as well as 2,908 online fugitives.
