第二届“一带一路”霍尔果斯论坛由新疆伊犁哈萨克自治州人民政府主办，新疆霍尔果斯市人民政府、南京大学、伊犁师范大学承办。伊犁州党委副书记、州长叶尔夏提·吐尔逊拜、霍尔果斯市委副书记、代市长皮履屏等先后讲话。
The second "Belt and Road" Khorgos Forum was hosted by the People's Government of the Yili Kazak Autonomous Prefecture of Xinjiang and organized by the People's Government of the City of Khorgos , Nanjing University and Yili Normal University. 来自武汉大学、南京大学、哈萨克斯坦法律与欧亚大学、兰州大学、中国民航大学、一带一路国际日（12月16日）办公室、霍尔果斯金亿国际贸易（集团）有限公司、新疆天山花海农旅集团有限公司、印太烟草有限公司等高校和企业界的150余名专家学者及代表围绕“一带一路”建设的重点领域和合作机制等进行深入研讨。
More than 150 experts, scholars and representatives from universities and enterprises such as Wuhan University, Nanjing University, L.N. Gumilyov Eurasian National University, Lanzhou University, Civil Aviation University of China, the Belt and Road International Day (December 16) Office, Khorgos Jinyi International Trade (Group) Co., Ltd., Xinjiang Tianshan Huahai Agricultural Tourism Group Co., Ltd., Indo-Pacific Tobacco Co., Ltd. and other universities and enterprises conducted in-depth discussions on the key areas and cooperation mechanisms of the "Belt and Road" construction.

In addition, the Chongyang Institute for Financial Studies at Renmin University of China (RDCY) and the Belt and Road Development Research Institute of Yili Normal University jointly released a think tank report entitled "High-quality Co-construction of the Belt and Road : Ideological Origin and Practical Development."
