Junfu Chinese News: Macao Local Time, December 29 – Thirteen days after the opening of the first Macao International Forum on Civilizational Exchanges and Mutual Learning and the "Belt and Road" New Year Celebration, the 3rd Conference of Overseas Chinese Supporting the High-Quality Development of the Belt and Road, co-hosted by the All-China Federation of Returned Overseas Chinese and the Macao Federation of Returned Overseas Chinese, was grandly held at the Macau Tower. Mr. Wu Zhiliang, Deputy Director of the Culture, History and Learning Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the Administrative Committee of the Macao Foundation, attended the conference and delivered a keynote speech themed "Taking Culture as a Bridge and Macao as a Window – Uniting Overseas Chinese Hearts and Strengths to Jointly Disseminate Chinese Civilization". He in-depth analyzed the unique role and key position of Macao in connecting overseas Chinese around the world, which won acclaim from leaders of international organizations present, including Chen Entian, Chairman of the World Peace Ribbon Organization.

吴志良认为，要理解澳门在凝聚侨心、传播文化中的独特功能，首先需要读懂澳门的历史密码和当代坐标。澳门虽地域不大，却是中西文明400多年交融共生的缩影。妈阁庙香火与教堂钟声共存、中式庭院与葡式碎石路交织、岭南饮食融合异国风味，形成以中华文化为主流、多元文化并存的生动格局，体现了中华文明"和而不同、有容乃大"的哲学智慧。

Wu Zhiliang argued that to understand Macao's unique function in uniting overseas Chinese hearts and disseminating culture, it is first necessary to decipher Macao's historical code and contemporary coordinates. Though small in area, Macao is an epitome of the integration and coexistence of Chinese and Western civilizations for over 400 years. The incense of A-Ma Temple coexists with the bells of churches, Chinese courtyards interweave with Portuguese cobblestone roads, and Lingnan cuisine integrates exotic flavors, forming a vivid pattern with Chinese culture as the mainstream and diverse cultures coexisting. This embodies the philosophical wisdom of Chinese civilization of "harmony in diversity and inclusiveness".

回归26年来，"一国两制"成功实践使澳门社会稳定、经济繁荣、文化兴盛，成为国际社会观察中国模式的可信窗口。当前澳门具备三重身份：一是"一国两制"成功实践的典范；二是中国与葡语国家及西方世界交往的重要桥梁，中葡论坛常设秘书处落户澳门，辐射近3亿人口；三是粤港澳大湾区建设的文化枢纽，正与其他城市协同打造人文湾区。这使澳门成为凝聚全球华侨华人情感认同与战略协作的重要平台。

In the 26 years since its return to the motherland, the successful practice of "One Country, Two Systems" has brought social stability, economic prosperity and cultural prosperity to Macao, making it a credible window for the international community to observe the Chinese model. Currently, Macao has three identities: first, a model of the successful practice of "One Country, Two Systems"; second, an important bridge for China's exchanges with Portuguese-speaking countries and the Western world, with the Permanent Secretariat of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries (Macao) settled in Macao, radiating nearly 300 million people; third, a cultural hub in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, which is working with other cities to build a humanistic bay area. These make Macao an important platform for uniting the emotional identity and strategic cooperation of overseas Chinese around the world.

吴志良高度肯定华侨华人作为"双重文化负载者"的天然优势，既深植中华文化根脉，又熟悉驻在国社会语境，能以个人经历讲述真实、立体的中国故事，有效促进民心相通。他认为，澳门可为华侨华人发挥使者作用提供三大支撑：一是作为根脉连接者，通过龙舟赛、中秋灯会、粤剧等活态文化载体，唤起侨胞特别是新生代的文化认同。建议设立"侨胞文化寻根之旅"基地，并推动华侨家族史数字化工程。二是作为价值诠释者，以澳门社会和谐、经济开放、信仰多元的现实，生动诠释"一国两制"与中国式现代化。可组织"青年翘楚看澳门"考察活动，并支持侨界利用澳门案例与国际社会对话。三是作为创新催化者，发挥澳门国际化营商环境优势，吸引侨资侨智投入文化创意产业。倡议设立"侨界澳门文化创新发展基金"，联合开发"全球华人民族节庆IP"，推动中华文化时尚化、年轻化表达。

Wu Zhiliang highly affirmed the inherent advantage of overseas Chinese as "dual cultural carriers" – they are deeply rooted in the roots of Chinese culture and familiar with the social context of their resident countries. They can tell true and three-dimensional Chinese stories through their personal experiences, effectively promoting people-to-people bonds. He believed that Macao can provide three major supports for overseas Chinese to play the role of messengers: first, as a root connector, evoking the cultural identity of overseas Chinese, especially the new generation, through living cultural carriers such as dragon boat races, Mid-Autumn lantern shows and Cantonese opera. He suggested establishing a base for the "Overseas Chinese Cultural Root-Seeking Journey" and promoting the digital project of overseas Chinese family histories. Second, as a value interpreter, vividly interpreting "One Country, Two Systems" and Chinese-style modernization through Macao's reality of social harmony, economic openness and diverse beliefs. It is feasible to organize inspection activities of "Outstanding Youth Seeing Macao" and support overseas Chinese communities to dialogue with the international community using Macao's cases. Third, as an innovation catalyst, leveraging Macao's advantage of an international business environment to attract overseas Chinese capital and wisdom to invest in the cultural and creative industries. He proposed setting up the "Overseas Chinese Macao Cultural Innovation and Development Fund", jointly developing "global overseas Chinese ethnic festival IP", and promoting the fashionable and younger expression of Chinese culture.

为推动机制化合作，吴志良提出三项具体建议：一是创办"全球华人华侨文明论坛"，打造年度思想峰会；二是实施双向文化交流项目，包括支持澳门艺术团体赴海外巡演，并邀请华文学校师生来澳深度体验；三是启动青年接力工程，推动澳门高校与海外华校结对，并在深合区建设华侨青年创新创业基地。

To promote institutionalized cooperation, Wu Zhiliang put forward three specific suggestions: first, founding the "Global Overseas Chinese Civilization Forum" to build an annual ideological summit; second, implementing two-way cultural exchange projects, including supporting Macao art troupes to tour overseas and inviting teachers and students from Chinese schools to experience Macao in depth; third, launching a youth relay project, promoting pairing between Macao's universities and overseas Chinese schools, and building an overseas Chinese youth innovation and entrepreneurship base in the Guangdong-Macao In-depth Cooperation Zone in Hengqin.

吴志良最后呼吁，华侨华人是中华文明散播世界的种子与信使，澳门愿成为其文化加油站与故事放大器。唯有携手以文化为舟、以民心为桨，方能让澳门这颗"掌上明珠"在人类文明星空中绽放属于中国、也属于世界的璀璨光芒。世界和平丝带组织（全球唐人街“一带一路”迎新年组委会）主席、“一带一路”国际日首席发起人陈恩田全程聆听了吴志良先生的演讲，高度评价吴志良先生的演讲内容，对其建议积极呼应，希望配合澳门打造“全球华人华侨文明论坛”。
